Protected Areas management

There are several categories of Protected Areas within the Czech Republic: National parks (NP), Protected landscape Areas (PLA), National nature reserves (NNR), National nature monuments (NNM), Natural reserves (NR), Natural monuments (NM).

The responsibility for the administration of various Protected Areas belongs to the Ministry of Environment (MoE), to Regional governments (for Natural monuments, Natural reserves outside national parks and Protected Landscape areas), to Protected Landscape Areas Administrations and to National Parks Administrations.

The Training and capacity Needs Assessment

The Training and capacity needs assessment report (2014) The ”Assessment of capacity development needs of protected area staff in Eastern Europe. Czech Republic” is based on a survey that has been filled in by the staff employed in the national Protected Area management system of Czech Republic in 2013.

The results of the surveys provide detailed information on staffing profiles, training provided in the past three years and structured assessments of competence, based on which recommendations have been developed.

The preparation and publication of this report was supported by the German Federal Agency for Nature Conservation (Bundesamt für Naturschutz: BfN) as a component of the project ‘Capacity Building Plans for Efficient Protected Area Management in Eastern Europe’ (Number: Z1.3-544 11-63/12 (FKZ: 3512 82 1800)).

The report is available for download at the end of the article.

Capacity building initiatives/projects

Agency of the Nature Conservation and Landscape Protection (ANCLP) has a crucial role when it comes to professional training of staff employed in Protected Areas. It provides trainings in cooperation with NGOs on topics like state administration and law education. Other short training events are organized by ANCLP for specialists working in PLAs administrations and delivered by University professors, free-lance experts or experienced staff within administrations.

Since Natonal Parks are not included in the ANCLP and have no similar body to represent them, staff from NP administrations join training events offered for the Protected landscape Areas.

For staff working in Natural Reserves and Natural Monuments, under jurisdiction of regional governments, basic courses are offered by the Ministry of Environment.

Also, there are other study opportunities like specialized seminars and conferences at a national level, for example the one organized once a year for all stakeholders from Nature conservation by the Czech section of EUROPARC Federation.
