Protected Areas management

There are 5 National Parks in Montenegro, with almost 150 staff.

The Authority responsible for their management at the national level is the Public Enterprise for National Parks of Montenegro. The PENP MNE is an independent body but reports to the Ministry of Sustainable Development and Tourism in Montenegro.

The Training and capacity Needs Assessment

The Training and capacity needs assessment report (2014) The ”Assessment of capacity development needs of protected area staff in Eastern Europe. Montenegro” is based on a survey that has been filled in by the staff employed in the national Protected Area management system of Montenegro in 2013.

The results of the surveys provide detailed information on staffing profiles, training provided in the past three years and structured assessments of competence, based on which recommendations have been developed.

The preparation and publication of this report was supported by the German Federal Agency for Nature Conservation (Bundesamt für Naturschutz: BfN) as a component of the project ‘Capacity Building Plans for Efficient Protected Area Management in Eastern Europe’(Number: Z1.3-544 11-63/12 (FKZ: 3512 82 1800)).

Capacity building initiatives/projects

Decisions on capacity building programmes are made at a centralized level, by the Public Enterprise for National Parks of Montenegro. Most of them are short-term training events on topics like project management and fundraising or study visits to other protected areas in the region.

Acknowledged providers are the Police Academy (under the Ministry of Internal Affairs of Montenegro) for rangers and the Algonquin College for interpreters of natural and cultural values of Skadar Lake.

About the project:

This project’s overall objective was to develop institutional capacities to design, plan and manage a more representative system of Protected Areas by expanding and rationalizing the Protected Area system to ensure better habitat representation and more conservation security as well as strengthening institutional capacities to effectively manage a more representative system.
