Comment dépasser les frontières et développer la coopération entre les aires protégées frontalières?
Dans ce webinaire, organisé à l’occasion de l’Année internationale de la paix et de la confiance 2021 par la Fédération EUROPARC et la section francophone d’EUROPARC , les participants ont réfléchi sur le programme des parcs transfrontaliers d’EUROPARC et à ce que l’expérience et l’engagement du réseau TransParcNet de parcs transfrontaliers protégés peuvent apporter aux zones transfrontalières de la France avec l’Andorre, l’Espagne, l’Italie, l’Allemagne, la Suisse, la Belgique, ainsi qu’avec le Royaume-Uni, le Brésil et le Surinam.
La session était animée par Stefania Petrosillo , Chargée de mission de la Fédération EUROPARC et responsable de la coopération transfrontalière et Matthieu Cruege , directeur du Parc naturel régional Pyrénées Ariégeoises (FR) et co-animateur du Groupe de travail transfrontalier de la Fédération des parcs naturels régionaux de France.
Après la présentation de Matthieu Cruege sur l’activité du « Groupe de travail transfrontalier des Parcs naturels régionaux français », Stefania Petrosillo a présenté le Programme EUROPARC « Programme Transfrontalier EUROPARC – Suivre la Conception de la Nature » et le réseau TransParcNet.
L’Europe est un continent complexe avec des milliers d’années d’interaction humaine qui a créé de nombreuses frontières politiques. Cependant, la nature ne reconnaît jamais ces frontières qui créent des barrières artificielles à la gestion de précieuses ressources naturelles. Le programme transfrontalier EUROPARC et le certificat “Parcs transfrontaliers – Suivre la conception de la nature” est une méthodologie et une certification qui accompagne les aires protégées transfrontalières dans une démarche de compréhension mutuelle, de coopération et de gestion collaborative. Les parcs labellisés donnent naissance au réseau TransParcNet.

Après la présentation du programme, le webinaire s’est concentré sur l’expérience du Parc naturel transfrontalier Binntal Veglia Devero (IT/CH), un exemple de coopération entre deux parcs appartenant au réseau TransParcNet. Le parc naturel transfrontalier Binntal Veglia Devero comprend les aires protégées Parco Naturale Veglia Devero / Ossola, région du Piémont, Italie et le Landschaftspark Binntal, canton du Valais, Suisse.
L’étude de cas “Préserver ensemble le patrimoine géologique, naturel et culturel des Alpes et participer au réseau EUROPARC TransParcNet” a été présentée par Andreas Weissen et Daniele Piazza – Parc naturel transfrontalier Binntal Veglia Devero.
La deuxième étude de cas était « 30 ans de coopération transfrontalière ‘à petits pas’ jusqu’à la création d’un GECT franco-belge (Groupement Européen de Coopération Territoriale) », présentée Elise Caron, chargée de coopération transfrontalière du Parc naturel européen Scarpe-Escaut Plaines (FR-BE), illustrant la coopération entre la deux Parcs Scarpe-Escaut et Plaines de l’Escaut.
A conclusion, les participants ont donné lieu à un échange très enrichissant sur leurs propres expériences, difficultés et motivations dans leur coopération transfrontalières.

In this webinar, organized in the International Year of Peace and Trust 2021 by the EUROPARC Federation and the EUROPARC Francophone section, we reflected on the following: presentation of the EUROPARC Transboundary Parks Programme and what the experience and commitment of the TransParcNet network of transboundary protected areas can bring to the transboundary areas of France with Andorra, Spain, Italy, Germany, Switzerland, Belgium, as well as with the United Kingdom, Brazil and Surinam.
The session was moderated by Stefania Petrosillo, Policy Officer of EUROPARC Federation and person in charge of cross-border cooperation and Matthieu Creuge, director of the Parc naturel régional Pyrénées Ariégeoises (FR) and co-leader of the Groupe de travail transfrontalier de la Fédération des parcs naturels régionaux.
Stefania presented the EUROPARC Programme “EUROPARC Transboundary Programme – Following the Conception of Nature”, followed by Matthieu Creuge presentation of the “Groupe de travail transfrontalier des Parcs naturels régionaux français”.
Europe is a complex continent with thousands of years of human interaction that has created many political borders. However, nature never recognises these borders which create artificial barriers to the management of precious natural resources. The EUROPARC cross-border programme and certificate “Cross-border Parks – Following Nature’s Design” is a methodology and certification that supports cross-border protected areas in a process of mutual understanding, cooperation and collaborative management. The certified parks give rise to the TransParcNet network.

Following the presentation of the programme, the webinar focused on exploring a case study from Binntal Veglia Devero Cross-border Nature Park (IT/CH), an example of cooperation between two parks belonging to the TransParcNet network. The Binntal Veglia Devero Transfrontier Nature Park encompasses the Parco Naturale Veglia Devero / Ossola Protected Areas, Piedmont Region, Italy and the Landschaftspark Binntal, Canton Valais, Switzerland.
The case study “Preserving the geological, natural and cultural heritage of the Alps together and participating in the EUROPARC TransParcNet network” was presented by Andreas Weissen and Daniele Piazza – Binntal Veglia Devero Transfrontier Nature Park.
The second case study was “30 years of cross-border cooperation “in small steps” until the creation of a French-Belgian EGTC (European Grouping of Territorial Cooperation)”, presented by Isabelle Zarlenga, director of the Scarpe-Escaut Regional Nature Park (FR) and co-leader of the cross-border working group of the Federation of Regional Nature Parks, and Elise Caron, cross-border cooperation officer for the Scarpe-Escaut Plains European Nature Park (FR-BE), illustrating cooperation between the two Parks Scarpe-Escaut and Plaines de l’Escaut.
